[chore] Simplify the OTEL setup (#4110)
# Description
This simplifies our OTEL setup by:
* Getting rid of some deprecated things.
* Using `autoexport` and letting things get configured by the `OTEL_` environment variables.
* Removing all the unnecessary config options.
