Breaks in a test assertion's && chain can potentially hide failures from earlier commands in the chain. Commands intended to fail should be marked with !, test_must_fail, or test_might_fail. This reuses many of the tests from the old t5560 but runs those tests without curl or a webserver. This will hopefully increase the testing coverage for http-backend because it does not require users to set GIT_TEST_HTTPD.
