Since 8cbeba0632 (tests: define GIT_TEST_PROTOCOL_VERSION,
2019-02-25), it has been possible to run tests with a newer protocol
version by setting the GIT_TEST_PROTOCOL_VERSION envvar to a version
number. Tests that assume protocol v0 handle this by explicitly
setting
GIT_TEST_PROTOCOL_VERSION=
or similar constructs like 'test -z "$GIT_TEST_PROTOCOL_VERSION" ||
return 0' to declare that they only handle the default (v0) protocol.
The emphasis there is a bit off: it would be clearer to specify
GIT_TEST_PROTOCOL_VERSION=0 to inform the reader that these tests are
specifically testing and relying on details of protocol v0. Do so.
This way, a reader does not need to know what the default protocol
version is, and the tests can continue to work when the default
protocol version used by Git advances past v0.

Since 633a53179e (fetch test: avoid use of "VAR= cmd" with a shell
function, 2019-12-26), t5552.5 (do not send "have" with ancestors of
commits that server ACKed) fails when run with
GIT_TEST_PROTOCOL_VERSION=2.
The cause:
The progression of "have"s sent in negotiation depends on whether we
are using a stateless RPC based transport or a stateful bidirectional
one (see for example 44d8dc54e7, "Fix potential local deadlock during
fetch-pack", 2011-03-29). In protocol v2, all transports are
stateless transports, while in protocol v0, transports such as local
access and ssh are stateful.
In stateful transports, the number of "have"s to send multiplies by
two each round until we reach PIPESAFE_FLUSH (that is, 32), and then
it increases by PIPESAFE_FLUSH each round. In stateless transport,
the count multiplies by two each round until we reach LARGE_FLUSH
(which is 16384) and then multiplies by 1.1 each round after that.
Moreover, in stateful transports, as fetch-pack.c explains:
We keep one window "ahead" of the other side, and will wait
for an ACK only on the next one.
This affects t5552.5 because it looks for "have"s from the negotiator
that appear in that second window. With protocol version 2, the
second window never arrives, and the test fails.
Until 633a53179e (2019-12-26), a previous test in the same file
contained
GIT_TEST_PROTOCOL_VERSION= trace_fetch client origin to_fetch
In many common shells (e.g. bash when run as "sh"), the setting of
GIT_TEST_PROTOCOL_VERSION to the empty string lasts beyond the
intended duration of the trace_fetch invocation. This causes it to
override the GIT_TEST_PROTOCOL_VERSION setting that was passed in to
the test during the remainder of the test script, so t5552.5 never got
run using protocol v2 on those shells, regardless of the
GIT_TEST_PROTOCOL_VERSION setting from the environment. 633a53179e
fixed that, revealing the failing test.

Just like assigning a nonempty value, assigning an empty value to a
shell variable when calling a function produces non-portable behavior:
in some shells, the assignment lasts for the duration of the function
invocation, and in others, it persists after the function returns.
Use an explicit subshell with the envvar exported to make the behavior
consistent across shells and crystal clear.
All previous instances of this pattern used "VAR=value" (with nonempty
`value`), which is already diagnosed automatically by "make test-lint"
since a0a630192d (t/check-non-portable-shell: detect "FOO=bar
shell_func", 2018-07-13).
Noticed using an improved "make test-lint".

The 'feature.experimental' setting includes config options that are
not committed to become defaults, but could use additional testing.
Update the following config settings to take new defaults, and to
use the repo_settings struct if not already using them:
* 'pack.useSparse=true'
* 'fetch.negotiationAlgorithm=skipping'
In the case of fetch.negotiationAlgorithm, the existing logic
would load the config option only when about to use the setting,
so had a die() statement on an unknown string value. This is
removed as now the config is parsed under prepare_repo_settings().
In general, this die() is probably misplaced and not valuable.
A test was removed that checked this die() statement executed.

Protocol v2 filters the ref advertisement, but protocol v0 does not. A
test in t5552 uses the ref advertisement, so fix it to use protocol v0.

The seq command is not in POSIX, and doesn't exist on
e.g. OpenBSD. We've had the test_seq wrapper since d17cf5f3a3 ("tests:
Introduce test_seq", 2012-08-04), but use of it keeps coming back,
e.g. in the recently added "fetch negotiator" tests being added here.
So let's also add a check to "make test-lint". The regex is aiming to
capture the likes of $(seq ..) and "seq" as a stand-alone command,
without capturing some existing cases where we e.g. have files called
"seq", as \bseq\b would do.

The t5552 test script uses GIT_TRACE_PACKET to monitor what
git-fetch sends and receives. However, because we're
accessing a local repository, the child upload-pack also
sends trace output to the same file.
On Linux, this works out OK. We open the trace file with
O_APPEND, so all writes are atomically positioned at the end
of the file. No data can be overwritten or omitted. And
since we prepare our small writes in a strbuf and write them
with a single write(), we should see each line as an atomic
unit. The order of lines between the two processes is
undefined, but the test script greps only for "fetch>" or
"fetch<" lines. So under Linux, the test results are
deterministic.
The test fails intermittently on Windows, however,
reportedly even overwriting bits of the output file (i.e.,
O_APPEND does not seem to give us an atomic position+write).
Since the test only cares about the trace output from fetch,
we can just disable the output from upload-pack. That
doesn't solve the greater question of O_APPEND/trace issues
under Windows, but it easily fixes the flakiness from this
test.

Change the handling of fetch.negotiationAlgorithm=<str> to error out
on unknown strings, i.e. everything except "default" or "skipping".
This changes the behavior added in 42cc7485a2 ("negotiator/skipping:
skip commits during fetch", 2018-07-16) which would ignore all unknown
values and silently fall back to the "default" value.
For a feature like this it's much better to produce an error than
proceed. We don't want users to debug some amazingly slow fetch that
should benefit from "skipping", only to find that they'd forgotten to
deploy the new git version on that particular machine.

Introduce a new negotiation algorithm used during fetch that skips
commits in an effort to find common ancestors faster. The skips grow
similarly to the Fibonacci sequence as the commit walk proceeds further
away from the tips. The skips may cause unnecessary commits to be
included in the packfile, but the negotiation step typically ends more
quickly.
Usage of this algorithm is guarded behind the configuration flag
fetch.negotiationAlgorithm.
