The previous behavior was introduced in commit 74ec19d4be
("pseudorefs: create and use pseudoref update and delete functions",
Jul 31, 2015), with the justification "alternate ref backends still
need to store pseudorefs in GIT_DIR".
Refs such as REBASE_HEAD are read through the ref backend. This can
only work consistently if they are written through the ref backend as
well. Tooling that works directly on files under .git should be
updated to use git commands to read refs instead.
The following behaviors change:
* Updates to pseudorefs (eg. ORIG_HEAD) with
core.logAllRefUpdates=always will create reflogs for the pseudoref.
* non-HEAD pseudoref symrefs are also dereferenced on deletion. Update
t1405 accordingly.

Instead of hard-coding a 40-based constant, split the output of
for-each-ref and for-each-reflog by field.

The test enumerates reflog entries in an arbitrary order and then sorts
them. For SHA-1, this produces results that happen to sort in
alphabetical order, but for other hash algorithms they sort differently.
Ensure we sort the reflog entries in a hash-independent way by sorting
on the ref name instead of the object ID. Remove an assumption about
the length of a hash by using cut with the delimiter and field options
instead of the character range option.

Just because the files backend can't retain reflogs for deleted
references is no reason that they shouldn't be supported by the
virtual method interface. Also, `delete_ref()` and `refs_delete_ref()`
have already gained `msg` parameters. Now let's add them to
`delete_refs()` and `refs_delete_refs()`.
