The 3.x tree has been out for a while now. The -2.6 repository name
survived the initial release [1], but kernel.org now only lists
'linux.git' (for aegl as well as torvalds) [2].

Idealists may want USE_NSEC to be the default on Linux some day.
Point to a patch to better explain the requirements on
filesystem code for that to happen.

We've removed the workaround for runtime penalty that did not
exist in practice some time ago, but the technical paper that
proposed that change still said "we probably should do so".
